    UK to cut VAT on household electricity bills from October

    England: The UK government has announced a reduction in VAT on household electricity bills, aiming to provide financial relief to millions of families as energy costs remain elevated ahead of winter.

    The measure, introduced by newly appointed Prime Minister Andy Burnham, will reduce the current 5 percent VAT on household electricity bills from October 1, saving a typical household around £45 ($60) annually. The government said the move is part of its broader commitment to ease the cost-of-living burden and offer households greater financial breathing space.

    According to ministers, the tax cut will be financed through savings generated by cancelling the proposed Digital ID programme, which was expected to cost £1.8 billion ($2.41 billion) over the next three years. Officials estimate the VAT reduction will cost approximately £850 million ($1.14 bill) during the current financial year.

    The VAT cut will apply to households across England, Scotland and Wales, while Northern Ireland will receive equivalent funding through its separately regulated energy system. Eligible small businesses receiving domestic energy VAT relief, charities, and residential care homes benefiting from the reduced VAT rate will also qualify for the measure.

    Chancellor John Healey said the decision would provide reassurance for households ahead of the winter season, while Business Secretary Jonathan Reynolds described it as a clear statement of the new government’s priorities. Burnham said the reduction would put more money back into people’s pockets and help families manage rising living costs.

    However, the policy has drawn criticism from opposition figures. Former Chief Secretary to the Treasury Darren Jones questioned the funding mechanism, arguing that the cancelled Digital ID programme had not been fully funded in the first place. Shadow Chancellor Mel Stride also described the funding plan as ‘smoke and mirrors,’ claiming the government would need to explain how it intends to finance the tax cut in the upcoming Budget.

    The announcement comes after Ofgem’s July energy price cap increase, which pushed household energy bills higher due to rising wholesale gas prices. Analysts warn that continued geopolitical tensions affecting global energy supplies could keep electricity costs elevated through the winter months.

    Economists estimate the VAT reduction could lower UK inflation by around 0.1 percentage points, although the measure currently applies only to the present financial year. Any extension beyond that period will require approval in a future Budget.

    Consumer advocacy groups welcomed the announcement but cautioned that the savings alone would not fully address the challenges facing vulnerable households. The End Fuel Poverty Coalition said targeted long-term reforms are still needed to reduce energy bills sustainably, particularly for families with higher electricity usage due to medical or other essential needs.

    The VAT reduction marks the second government intervention on household energy bills within six months, following earlier reforms that shifted certain energy levies to general taxation to help reduce consumer costs.
