Berlin: The new military regulation in Germany has applied to males aged between 17 and 45, requiring prior approval for stays abroad lasting longer than three months.
The rule has been introduced under the Military Service Modernisation Act, which came into force on 1 January.
The measure has aimed to enhance defence readiness following increased security concerns after the Russia invasion of Ukraine. Authorities have highlighted the need to maintain accurate records of citizens who may be outside the country during emergencies.
A defence ministry spokesperson has confirmed that males aged 17 and above must obtain approval before extended travel. The spokesperson has explained that the regulation is intended to ensure a reliable and effective military registration system.
The military requirement has been based on Germany’s 1956 Conscription Act, which has been amended several times, most recently in December. Earlier, such reporting obligations applied only during a declared national defence situation or mobilisation.
Although the rule has been in place since January, it has drawn attention only after being reported in local media. Officials have stated that approvals are generally expected to be granted, though enforcement procedures remain unclear.
Authorities have acknowledged that the implications for young people could be significant and have indicated that exemption rules are being developed to reduce unnecessary bureaucracy.
The Military Service Modernisation Act has also set out plans to expand the armed forces from approximately 180,000 to 260,000 personnel by 2035. As part of the reform, voluntary military service has been introduced, with all 18-year-olds receiving questionnaires regarding potential enlistment.
From July 2027, eligible individuals are expected to undergo fitness assessments to determine readiness in case of conflict. While service remains voluntary, officials have noted that compulsory military service could be reconsidered if security conditions worsen or participation remains low.
Women have been allowed to volunteer for military service but cannot be required to serve under Germany’s constitution. The reforms have also triggered protests among young people following parliamentary approval.
