Croatia: Tesla has stated that Croatia has approved its supervised Full Self-Driving (FSD) system, with a nationwide rollout expected to begin soon.
Croatia joins a growing group of European countries that have approved the technology. The Netherlands was the first to grant provisional type approval through its vehicle authority, RDW, in April 2026, with several other EU countries subsequently using that approval as a regulatory basis for their own decisions.
The approval timeline shows the expansion gathering pace:
- Netherlands: April 2026
- Lithuania: May 2026
- Estonia: May 2026
- Denmark: June 2026
- Belgium: June 2026
- Slovenia: September 2026
- Czechia: September 2026
- Croatia: September 2026
The sequence indicates an acceleration in approvals, with several countries reaching decisions in September after the first approvals were spread across April, May and June.
RDW has also proposed that the software receive approval across the European Union. However, a safety group and several EU member states have raised concerns about Tesla’s system being able to exceed speed limits.
The issue is among the key challenges facing Tesla’s European FSD expansion. The automaker has said broader approval is important for increasing sales and recovering market share as competition from Chinese electric vehicle manufacturers grows.
A planned EU vote on allowing the software’s wider rollout was delayed from October, with the next possible opportunity for a decision not expected before December.
EU-wide approval would require a qualified majority of 15 of the bloc’s 27 member states, representing at least 65 percent of the EU population.
