    EU’s ambitious biometric border check system faces new delays

    Brussels: The European Union has announced another postponement of its planned fingerprint and facial scan check system for non-EU citizens at all EU borders.

    Originally set to launch on November 10, 2024, the rollout has been delayed due to readiness issues raised by Germany, France, and the Netherlands.

    EU Home Affairs Commissioner Ylva Johansson confirmed that there is currently no new timetable for implementation, stating that, “It’s clear that we’re not going to be ready for the 10 November. We will be going for a phased approach, step by step.”

    The recent announcement adds to the string of delays that have plagued the Entry Exit System (EES), which was initially intended for launch in 2022.

    The EES will require non-EU citizens, including UK travellers, to register biometric data upon entering the EU, eliminating the need for passport stamps. The aim is to establish a digital record linking passports to biometric data, enhancing border security and streamlining entry processes.

    Passengers will utilise handheld devices to register their information from their vehicles, and the system will apply to various entry points, including airports, ports, train stations, and road borders.

    There has been no live testing of the EU’s software with the UK’s border systems, raising further concerns about the system’s readiness. German Interior Ministry Spokesperson stated that the three countries are unprepared due to stability issues with the EU agency responsible for the system, EU-Lisa. Similarly, the French interior ministry emphasised the necessity of thorough preparation before implementation.

    The EU Justice and Home Affairs Council is scheduled to meet next week to discuss the future rollout of the EES. The EES has faced numerous postponements, with initial timelines set for May 2023 and later revised to late 2023 before settling on the now-delayed November 2024 launch date.

    As the EU seeks to enhance border security while facilitating smoother travel for non-EU citizens, the ongoing setbacks highlight the complexities involved in implementing such an ambitious system.
