London: Prime Minister Sir Keir Starmer has unveiled a far-reaching AI Action Plan aimed at modernizing UK public services, enhancing efficiency, and driving economic growth.
Sir Keir emphasized the government’s responsibility to make AI “work for working people,” highlighting its potential to “transform the lives of working people” and drive “incredible change.”
The AI Opportunities Action Plan, supported by leading tech firms committing £14 billion and creating 13,250 jobs, aims to position the UK as an AI “superpower” alongside the US and China.
Key Proposals
The action plan includes:
- Establishing “AI Growth Zones” to focus on development, creating jobs, and driving innovation.
- Investing in a new supercomputer to boost national computing power, marking a strategic shift from a previous plan for a supercomputer at Edinburgh University.
- Using AI to enhance public services by reducing administrative burdens, such as road inspections via AI-equipped cameras and faster planning tools for teachers and business owners.
- Continuing AI integration in the NHS for faster diagnoses, including cancer detection.

The plan signifies a pivot from former Prime Minister Rishi Sunak’s emphasis on AI safety and risks. Sunak had warned of potential dangers, such as misuse of AI for chemical weapons and disinformation. In contrast, the current plan prioritizes growth, innovation, and maximizing opportunities.
Challenges Ahead
Despite its ambition, the plan faces questions about cost, implementation timelines, and the UK’s ability to deliver results amid economic constraints, including borrowing pressures and a declining pound.
The International Monetary Fund (IMF) supports claims that AI could boost productivity, though it cautions that benefits may emerge gradually.
The Road Ahead
The government has tasked AI adviser Matt Clifford with implementing 50 recommendations for advancing AI in the UK. The Labour government will need to demonstrate the plan’s progress ahead of the next general election, even as public finances remain stretched.
Sir Keir reaffirmed his vision for AI, saying that, “We’re going to make AI work for everyone in our country,” while acknowledging the urgency of preparing for the jobs of tomorrow.
