    Peace deal talks advance as UK and France plan Ukraine troop role

    Paris: Peace deal talks have intensified in Paris, where the UK and France have signed a declaration of intent outlining potential troop deployments in Ukraine if an agreement with Russia is finalised.

    The framework has focused on deterring any future invasion and supporting Ukraine’s long-term security, while allies have continued to debate territorial arrangements and enforcement mechanisms.

    UK Prime Minister Keir Starmer has said that the declaration has laid the groundwork for a legal framework allowing British, French and partner forces to operate on Ukrainian soil. The proposal has included establishing military hubs across Ukraine to secure airspace and maritime routes and to help rebuild Ukraine’s armed forces.

    French President Emmanuel Macron has stated that allies have made considerable progress and that robust security guarantees for Kyiv have been agreed in principle. The French leader has suggested that thousands of troops could be deployed under the plan, depending on the terms of a final peace deal.

    US representatives attending the talks have underlined that durable security guarantees and prosperity commitments are essential to ensure that the conflict does not resume. The United States has been proposed as the lead actor in verifying any truce, a move aimed at reassuring Ukraine and its European partners.

    Ukrainian President Volodymyr Zelensky has described the Paris discussions as a significant step, while cautioning that progress would only be meaningful if it results in an end to the war. Ukraine has continued to press for guarantees strong enough to prevent renewed aggression, even as daily strikes on cities and infrastructure have persisted.

    Russia, which currently controls about 20 percent of Ukrainian territory following the invasion launched by Vladimir Putin in February 2022, has warned that any foreign troops stationed in Ukraine would be considered legitimate targets. Moscow has remained publicly silent on the Paris announcements, despite ongoing diplomatic activity.

    Territory has remained the most sensitive unresolved issue. Russia has continued to demand Ukrainian withdrawal from eastern regions, while Kyiv has ruled out ceding land, suggesting only reciprocal withdrawals if both sides agree. With winter conditions adding pressure, negotiators have acknowledged that compromises will determine whether the peace deal can end the conflict and shape the future security of Ukraine and Europe.
