    China targets U.S. social divisions ahead of 2024 Election

    A report by Graphika reveals that a Chinese influence operation is using fake U.S. voter accounts to deepen social divisions ahead of the 2024 election.

    The Spamouflage campaign includes fake accounts claiming to be U.S. citizens and soldiers, posting on contentious issues like reproductive rights, homelessness, and U.S. foreign policy. These accounts target both major political parties, criticizing figures such as President Joe Biden, Vice President Kamala Harris, and former President Donald Trump. Despite its efforts, the campaign has struggled to gain significant traction, with most posts receiving minimal engagement.

    Graphika identified a small cluster of these fake accounts—15 on X (formerly Twitter), one on TikTok, and another impersonating a U.S. news outlet. While these accounts largely failed to influence real users, they reveal China’s strategy of exploiting social rifts to portray the U.S. as a declining global power with weak leadership.

    The U.S. intelligence community has noted that China’s social media campaigns aim to sow division within the U.S. and undermine democratic governance. However, intelligence officials do not believe that Beijing intends to sway the outcome of the 2024 election directly. Instead, the Spamouflage campaign appears to focus on fostering distrust and disillusionment across the political spectrum, building fake identities around themes of patriotism and national pride rather than aligning with a specific party.

    Graphika’s findings build on earlier research by the Institute for Strategic Dialogue, which uncovered similar accounts posing as Trump supporters. The Spamouflage network has evolved over the years, initially promoting pro-China narratives before expanding its reach to include U.S. political content.

    One account on TikTok, impersonating a conservative news outlet, achieved modest success with a video mocking Biden that garnered 1.5 million views before being taken down. TikTok has since banned the account, along with others identified by Graphika, for violating platform policies.

    The Spamouflage network, though largely ineffective in this instance, continues to operate across multiple platforms, targeting both U.S. and international audiences with coordinated content aimed at spreading misinformation and deepening societal divides.
