Kyiv, Ukraine: Ukraine has implemented a ban on the use of the messaging app Telegram for officials on state-issued devices, citing security concerns as the primary reason. This decision, announced by the government, reflects ongoing worries about the potential for information leaks and the app’s vulnerability to foreign influence.
The National Security and Defence Council announced the restrictions following a presentation by Kyrylo Budanov, the head of Ukraine’s GUR military intelligence agency. He provided the council with evidence demonstrating that Russian special services could monitor activities on the platform. They also mentioned that, the ban was a ‘matter of national security’.
The ban comes amid heightened scrutiny of digital communication channels used by government officials, especially in light of the ongoing conflict with Russia.
Telegram is widely utilized in both Ukraine and Russia and has become an essential source of information since Russia began its full-scale invasion of Ukraine in February 2022.
President Volodymyr Zelenskyy, who is a member of the security council, along with military leaders and regional and city officials, frequently share updates on the conflict and announce key decisions via Telegram.
However, the new ban will not impact officials who use Telegram as part of their official responsibilities, but others are now required to use alternative communication platforms that comply with stricter security protocols.
Telegram, founded by CEO Pavel Durov, has gained significant popularity for its emphasis on privacy and secure communication. Durov, known for his outspoken views on digital freedom, has faced challenges, including his arrest in France in 2024, which raised concerns about government control over tech platforms and digital privacy.
The council’s statement indicated that Budanov presented evidence showing that Russian special services could access Telegram messages, including those that had been deleted, along with users’ personal data.
Budanov said that, “I have always supported and continue to support freedom of speech, but the issue of Telegram is not about freedom of speech; it is about national security.”
Telegram responded by stating that it has never shared any user data or message contents with any entity. “Telegram has never provided any messaging data to any country, including Russia. Deleted messages are permanently erased and are technically impossible to recover,” the company affirmed.
Ukrainian authorities emphasized the need to safeguard national security and maintain the integrity of government operations. As Ukraine continues to navigate the complexities of warfare and political instability, the government is taking proactive steps to protect its communications and prevent the misuse of technology that could jeopardize national security.
